MM's actually do want to remain "legal" and not pay fines.. so once it is in their best interst to cover.. they will convert from short to long.. and then take the price higher to make a profit.. the last thing they want is to be Fined for being NSS and have a losing position that they are then forced to cover in a set time frame... they would rather cover before it gets to that point...
