This is a low float stock - which tend to have low volume. All trades as of 11:25 were buys today. Everyone is waiting on the release of dividend news, which is apparent in the lack of selling. When this baby runs, she's going to run hard.

Additionally, you're going to have lots of people waiting on the sidelines waiting for her to start moving before they get in the action.
