While the US and EU may have led in discovery and innovation both articles indicate that the Chinese government is spending money on R&D in addition to promoting the production and use of clean tech. I work with Chinese engineers and I imagine you have as well (based on what you have written) and I think we can both agree that their knowledge of the science fields is nothing to scoff at. My point is that there is no reason to think that the Chinese are incapable of innovating on their own and even leading the US in innovation. While the Chinese government may be taking the easy way out by sending their people overseas to learn about clean tech, it is nevertheless taking the correct steps to ensure that China is ahead in the production of clean tech industry. The US being a leader in discovery is meaningless if that knowledge is not put to good use in the US through appropriate federal incentives. Clean tech research by US universities either stays dormant in those research labs because of the policies of the US government during the last decade or ends up in the hands of other countries.
