I been crowing on Buff's stock for years... almost got kick out of the state for it lol

seem to me there is 2 ways to manipulate a stock price

1. flood the market place with shares until no one left to buy

2. keep the float so low that people will pay a premium for the stock ... (which also make it very hard to short because of the low float)
