I find that to be generally true of most local news reports that have mere moments to report on matters that are far more involved than can be covered in such a small window of opportunity.
For example, a friend of mine was recently interviewed by a TV news crew about some crime that had been occurring in her neighborhood; the interview lasted over 20 minutes, the part that was included in the less than two minute news story lasted 20 seconds.
