There is no SEC rule against sucking or incompetence. I wish there were, so we could get rid of 95% of the penny stocks and force the scammers to get real jobs. However, the good news is that the rules and enforcement have been modified in the last few years; so now they will revoke the registration from empty & non-functioning shells much sooner.
