CTL has the rights to TNT or a variant in China don't they?
This strategy seems to me to be an effort to have a motivated
development partner and distribution chain to cover TNT
for multiple applications in the other APEC countries (except China).

This seems to be a result/strategy resulting from the settlement with Epstein et al. Hopefully the agreement will benefit from
the lessons learned from that lawsuit.
