I think that it is just bad luck and poor timing for the most part. IMO.
It is no different than changing doctors and the new doctor reviewing what the previous doctor had done and reviewing the notes and asking a lot of questions. The new team needs to get comfortable with the case/submission and get up to speed which is what they are doing now. Along with CYA crap.
Don't read a whole lot into this. Is it frustrating?---hell yes, but don't lose sight of the fact that nothing has changed and that the frustration we are feeling is nothing compared to that of Dean and the IMGG team.
IMO, what will happen is that once they are comfortable, approval may come quicker than you realize and all BUT the longs will be caught with their pants down! Then listen to the whining and complaining!!!! Woulda, coulda, shoulda ;-)
