He isn't the one who filled out the application! I don't understand why anyone thinks this is such a big deal. Do you honestly think that a project of this magnitude won't have setbacks? Your living in a dream world pal if you think there won't be any obstacles in the way to success. A 1000 page document with only a few missing signatures and fees, come on man! The application doesn't need to be revised only supplemented with a few small items. Personally I would call that a success rather than a failure. This bodes well for future approval IMO.
