From the looks of it, I'd say that Otellini has been in control for some time. It has to have been a year since, that some of these plans were put in place, not just in the last month or so. It would seem to be smart to let him have a little head start (pending BOD approval, of course) insofar as this is a highly competitive market. A hard xistion doesn't seem to make sense.
At any rate, I'd say as of now, he's in full control (like, don't do anything on your remaining watch that I'll have to live with on mine that isn't in synch with my plans...).
