OK...took another look at that post (http://investorshub.advfn.com/boards/read_msg.aspx?message_id=45382780) and I think I get what ICE was trying to say.

He placed an order to buy shares at $0.0006 when the bid/ask was showing $0.0004/$0.0005. When the order was completed his account showed the order executed at a price of $0.00049 but showed as a Sell on the charts.

Again, this is correct. Most Level II quotes do not display the 5th decimal so it shows as a transaction price of $0.0004...the bid was showing $0.0004...a Sell. Since the Level II quote was not showing the 5th decimal either, there was probably a bid of $0.00049 that you bought/whacked the bid with your order of $0.0006.
