From my firsthand experience, the borders between Haiti and D.R. are separated by high elevated mountains. It's tough terrain. Whenever strong hurricanes form in the carribean, the U.S. Gulf Coast hopes for the hurricanes go through these mountains. Because they are so high, they can disrupt the 'eye' of the storm, making them weaker.
