There is no doubt that both SNP and ERHE are both covering their butts in the event of shareholder lawsuits over failure to disclose material events. It is all part of the current game they are playing. It's pretty tough for the government or shareholders to prove that this is a delay tactic and not just business as usual in determining the commerciality of the area. I believe it is the former, not the latter.
