Who says anyone is trading off the insider info? Regulation fd basically states that you have to notify everyone at one time, rather than giving advance notice to investment houses, etc as was commonly done in the past. The 24hrs for regulation fd is when selective disclosure has already been made. BTW, the sec says 4 days...(see the instructions for form 8k)
