In September,WFC said they would not issue any new shares to raise money to pay TARP. Today, they say they will issue $10.4 billion in stock to pay for TARP. How is it that banks keep diluting to such extreme levels and the market keeps taking their stocks higher? Not even in pink sheets do you see such madness.
