Yes charts are an indication of where a stock is going, but with a pink sheet with no volume, no real investor base, no revenue or product, ... for such a company IMO all chart moves are Head Fakes.
They lure you in thinking you have a read on it,, and boom it goes the other way, you are left with hoping to double down. Paid promoters, scam investors and momo pumpers are the base. Not a chart you can trust to really tell you anything. IMHO
