According to the words that 2 people stated in 2 different PR:
1-On or before Dec 15.
2- Mid-Dec.
I do not know for sure which one is applicable, but 1 and 2 must be different in meaning.
1- stated clearly the date.
2- Not clearly what date, it may occur from Dec 10 through Dec 20.
