Seth, Enter your order at whatever price you feel comfortable paying. If you want to get shares right now, you would set your offer at the ask. Your .028 is between bid/ask and may or may not be filled. Depends on other transactions.

You will only be charged one transaction fee for all partial fills at that price. If the price should move above your order level and you still have an unfilled order you may choose to raise your order level, which would be a new transaction and another fee. Or you might just wait and see if the price moves back down and you get the balance of your original order.

I use fidelity, and they just charged me once for the trade (actually each partial had a fee but it was broken up and they all added up to what i normally get charged), not sure what the policy is for other brokers.
