You could make the exact same statement about North Korea (already has nukes), Iran (will have nukes shortly) and to some extent Saudi Arabia (world's largest terrorist sponsor). Knowing all this and knowing that the intel on Iraq was being questioned by many, Bush still went to war with Iraq, ignored Iran, ordered troops withdrawn from South Korea and invited Saudi's Price Bandar to Crawford for burgers on the grill.
