Just a tid bit as to the bigness of this. $350 Million in funds.


My small City of Birmingham , Alabama Ranks 13th in population among the 25 largest southeastern metropolitan areas. Its no small potatoes, and I know what people think of the South, but in comparison.
The 2009 operating budget for BHM was $417Million. This is for a US City!
QASP is off the charts in my mind. I find it hard to imagine a comparable vision in Deans head. Its gotta be big!

Nobody will be able to take it...including the stock price. This is why I believe it will happen, Dean knows another delay (which would make four of them) would be real bad for the market.
