Ching its a light signature that Ramen Spectography is based upon. Unusual atmospheric conditions will cause problems and anomolys for any lights in use. If you have ever used a laser in the rain it will hit the rain and relect back off of the rain drop as it passes through the light prisim really cool thing to do back in the seventies when we were 'growing' our heads so to speak.

If the JCSD field test is successful, i would believe that the US Army would know what determine successful field test. In my own opinion, the US Army had to fight in all types of terrain and weather. So such issues should have been covered.

Based on the above logic, i would think the same technology can be used for detection of land mines so long there is chemical residue.

In any case, it's too technical for me. The above are strictly my personal opinion.
