I believe the thought process on this is that the company is not prepared to buy back yet but being in the "prepare to prepare" phase they do not want the stock to jump prematurely. Whether that is true or not I don't know. I stopped guessing a long time ago.

Any other suggestions as to why someone would be manipulating the stock at $.0001?

Company buy backs would show up in volume. We are not seeing that. It "ain't" happening.
