like i said you just make stuff up along the way. if an MM sees the 10K and Q before they are edgarized/made public and buys on the information before it is made public it is illegal.
No MM is going to look at a 10K or 10Q before it is on EDGAR ...because until then they are not official documents and could not be relied upon to make any decision. You seem to love making up your own rules of the road. But, they have no effect upon anything. The rules are the rules, the procedures have been extablished and no MM would ever consider breaking them for a gray market penny stock under SEC investigation.
