Yes, and fortunately for Dubya, Rove is a genius. Corpses are quite a bit more than "colateral damage" in the political arena, and the electorate does not need to be troubled by body bags. Body bags don't bode well for re-elections, and Americans like to keep their heads in the sand, a better view.
