When no one is selling and peeps are buying, the PPS does not remain static.
Trading between .04 & .05 is just the MM spread.
It's pretty damn near impossible for retail to buy @ .04 & sell @ .05
Who is buying @ .05 ?
Could be those that saw the billboards advertising company name and stock symbol. The products aren't being advertised in the stadiums, the stock is.
That's something the inept SEC should stop and stop now ! Unfortunately it's not in their "mandate".
