The blurry printing is more likely the fault of a shoddy silk-screen job than a low-resolution image.

You occasionally find packaging from any number of well known national companies that is a bit blurry or has the color registration a tad askew, but it's not because anyone has changed the the resolution of the package art.

Every type of printing, whether it's 4 color process or screen printing requires a proper setup. In a small, boutique run like BBDA probably used for KU, the printers aren't going to throw away huge amounts of slightly misprinted cans just to make things look perfect, they're more interested in not wasting money in the form of time or raw material/waste. They'd likely just adjust things as they ran and keep anything that was near-acceptable in the batch.

So changing the artwork itself isn't going to change anything. The cans just need to screen printed properly.
