Seems like this is THE means to fast track from the lab to advanced/human testing.

"In vitro cell culture evaluations will be performed initially, as is customary."

All fits with the Govt's recent announcement and steps to open the door to new drugs/therapies.

Once in vitro comes back successful, then I think we see a big green light! What is the expected timeline - anyone know?

I think you may be misinterpreting the relationship with SRI. It is a sub-contract for testing services. The language you are referring to is most likely--if not directly simply poor wording (or, puffery to get people excited)--related to the fact that SRI needs a license to conduct the testing.
