It does reek of being manufactured by more than one party.

- MM (K?) - means to orchestrate the drip and resulting SP crash from .85 to .40 w/ knowledge of technicals and stops
- Newsletter (A?)- means to drive the price up quickly - "double your money" pitch from 0.40 to "normal" 0.85.
- Institutional investor(s) (or Gov't)- means to persuade and/or fund. Could also be one of the two above.
