It doesn't seem halted, it isn't listed on the OTCBB as halted (which is where the SEC states to check for otcs) and PinkSheets does not halt companies. Cannot find info on FIRNA, but I assume it isn't halted, just no bids and asks matching up. Not unusual in OTC stocks.
