I just noodling here, but Hector may not have done anything in criminal violation of securities laws. Assuming he didn't trade on a stock pop, 10b5 requires trading on insider information. He may have violated regulation FD which requires ubiquitous disclosure. But I don't think he has an interest in Galleon. Maybe he had some sort of conspiratorial deal with Tipster A.
