That quotation from Romans is the result of mankind trying to justify the bad behavior of government and it's authority to rape and pillage the people. It is trying to justify authoritarianism over mutual cooperation. It is simply a justification for the Roman state. The Bible was put together under Constantine and one of the main reasons for the formation of the church under his reign was to be able to better control the people. The old religions had lost their power over the people because they had become so fractured and Christianity was one of the biggest consolidators of the times. Constantine seized upon this to better hold the people of the empire to his government and his taxation system.
The world today is not of God's doing it is a construct of mankind and has been since the day he banished himself from the garden (which in my opinion is nothing more than a metaphor for life becoming "self aware"). God did not do it, man did so by realizing he existed yes but as separate from the world around him. Once self aware man was so enamored of his surroundings so much so that he could no longer see the self evident truths that had been placed inside him by God from the very beginning. Man began to measure himself by the world around him, his ability to manipulate that world instead of taking stock in his own goodness and inner voice. Man is in full control of his destiny. God created life but it's up to life the direction the universe takes. All of life struggles to push it to this reality or the next, this paradigm to that. It's a constant battle.
This is the basis for all man's ills. This is why for the past 5,000 years of written history it is all too obvious that man has been in many cases counterproductive. Small groups of people who gain control seemingly undermine the good works of those not afflicted with self doubt, envy, jealousy and greed. The insecurity of the few is a disease that afflicts us all.
