"Could require", are you serious. PSNH can charge the end user what ever they want. ISO-NE sets the market price for the power produced in New England unless there is an agreement between provider and utility and there does not have to be...... deregulation and all. Hence the merchant market. The only thing that would help reduce the "home owner" price is to increase the supply by upping the installed capacity.
