The scales are tipped in LLEG's favor although you won't admit it. Laidlaw's plan in no way is dependent on CPD's, but CPD's is very dependent on whether Laidlaws goes through. Since LLEG paid pennies on the dollar for theirs, they can undercut CPD every step of the way. Laidlaw could pay so much for wood chips that CPD might have to burn recycled newspapers and their own out buildings to generate 5 watts. Financers know this as does CPD no doubt and it is really just a stale mate. Each making calculated moves.
I think if I owned the smoke stack and the city was real crappy to me, I'd paint it hot pink in graffiti it with random crap.lol
