VIPR is in the middle of a 504 sale. They sell um and have no control if the buyers sell um off or hold. The dilution is from the 504 buyers. IMO

well as all pennies or (99%) its timing and if you sit too long you will have nothing.

that being said people make money on them everyday and alot of people have made decent buys (or sells depending on how you look at it) today. I saw appox 15k transaction earlier
