My Scottrade Broker Manager told me the only way to transfer my IPWG shares to Etrade was that Scottrade was given the Green Light to let all Scottrade traders who own IPWG shares transfer them out; because the Scottrade DTC ban was lifted; allowing IPWG shareholders to transfer their IPWG shares.
I can not speak for anybody else who uses other Brokers; or would I.
Bottom Line my IPWG shares are clear to trade in my Etrade account; and Gappa2 IPWG shares are now in his Etrade account.
