If you had environmental issues and required variances it could certainly take that long or longer. Plus, the proper comparision for Q might be to a commercial building rather than a house. There is a lot more that goes into the building process than just the physical construction of the structure, just as there are many more peripheral issues for Q than just delivering the signal to RCN.
