The people of Berlin have zero say in the matter. We all know this is true. The "people" of Berlin, the ones who already have money and jobs only want one small plant who has given them some sort of incentive to push that one and not Laidlaw.
Berlin is a virutal ghost town, sadly poverty stricken and a dumping ground for the states section eight and welfare programs. Laidlaw is offering a chance to get industry going again.

The state knows that with virtually all the paper mills closed as well as Ethan Allen they need places for people to work.

There is already enough tourism in N. Conway and the Lakes region. I would def. not take my family to Berlin for Vacation. I go to "The Shire" as we call it, twice a year. Once skiing and once to Lake Winnisquam. Why would we go on vacation to a deserted mill town?

NH needs somewhere for the hard working middle class to work and the everyone knows Berlin is the place.

Rich my final comment on all this is

1. The application WILL get submitted very soon.

2. The majority of the town want the project and the jobs it will bring.

3. This is a state matter.

4. A few blowhards with a personal agenda do not represent a whole town.

Have a grand day,

Sage.

Concord would like Berlin to take in enough taxes to pay their bills and get off the dole. Laidlaw will pay millions in taxes. Case closed.

Jon are you serious? It is a side issue. The state is not going to say no to green jobs right now. Why? The media would destroy anyone who would say no.

It is green....very much in style on every side of the isle now.
Jobs...10% of the pop is out of work.
Domestic energy....very good for the country.

my guess is that Concord doesn't have funding to keep bailing out Berlin from it's budget shortfalls, and Concord would need a good reason to not allow a jobs/revenue generating business to establish itself in an industrial zone in Berlin, especially when none of the officials in Berlin can offer an alternative solution.
