Again where your confusion lies on this, in my opinion is thinking that the Nev. Sec and the SEC/FINRA are connected..they are not..you can on the Nev. site when you file like they did to get Envirotek reinstated, it was a revoked shell prior to INCL moving in to it....give them your intentions and show them your filing papers...
Look back to the Sep 3 PR INCL put out..it says in there "they have" not "they intend to", but "they have filed for a name, symbol and cusip change"...so when they set the Nev site up they included the numbers for the shares they expect to have after FINRA oks their name , symbl and cusip number changes...
There is nothing to prevent them from going back to Nevada and changing the number for the PAR shares.....the Nevada Sec of State is a very good place to get DD info...but its not always binding with how a stock is currently structured...that is up to the SEC and FINRA...
But again, you may be right, have your source give us some had evidence as to where or how this happened...cuz there are no Form 4 filed, not filings for retirement of shares...nothing that indicates a buy back by the company has taken place...that I can find...
