You may want to look a bit deeper. To me it means that Neustar has demonstrated itself to be more of an "International" player with relevant and in some ways critical attributes that benefit the industry as a whole.

This in turn makes them a more viable candidate to run the clearinghouse...which would infer a better chance of Neom being awarded the clearinghouse. There had also been a press release back in the June timeframe that spoke to an award Neustar had received for work they collaborated on with the GSMA. I have always believed that release acted as a "positioning" paper, intending to pave the way.
