You still can't. What you have here is a zoning commission reviewing a proposed zoning change. All they did was approve the zoning change.
The text of the meeting is quite clear, there aren't even drawings prepared yet, just conceptual sketches. There are no permit applications, there are no permits.
There is some proposed financing but none of it can move forward until the zoning variance is approved.
Even the involvement of IWS is in the proposal stage, there are no contracts yet, they are clearly not installing a system yet.
All you have is a connection between IWS and a proposed zoning change, how do you interpret that as proof they are installing systems?
