Thats to install the actual PBR itself. They are waiting on parts to arrive to piece together the new one. Remember they are perfecting these PBR's for maximum efficiency.

like people have said already, they are waiting on parts from china, how can u build something with no parts? and that 1 hour thingie is for when they have a crew running through these things, right now i dont think it will be done that quickly with the small crew at behl hq

Ah, but the next round of NV stimulus funding is supposed to include $$$ for clean energy! $$ tend to speed things up where I live!

They are either waiting on upgraded parts from China and thus cannot build or they are waiting for word on the HQ so why build if they might move.
