NOPE ... the Minister has MOST Definitely not retracted his statements.

Here is why the Minister for Resources and Development has said the SEL cannot be extended beyond 30 September:

Mineral Resources Development Act 1995

Term of special exploration licence

44 - (1) A special exploration licence is in force for a period of 5 years from the date on which it is granted.

44- (2) The Minister may extend the term of the licence for any period so long as the total term of the licence does not exceed 10 years.

It is not possible as a matter of law for the licence to be extended. There will be no extension to SEL 13/1998. That is the fact of the matter. End of story.
