I worked for Humana for 3 years selling the Medicare Advantage product as a lower or no cost alternative to a Medi Gap policy plus having to purchase the Part D Prescription Drug Plan. If these people, most of whom are on fixed incomes,have to cover the expenses not covered by Medicare by purchasing a Medi Gap policy commonly called a Medicare Supplement and a prescription drug plan (Part D) it will cost them Hundreds of dollars in most cases to make up for the coverage they will lose. Many of these people gave up their Medi gap policies for the Medicare Advantage plans to save money. Now they will have to pay much higher premiums due to their higher attained age. The Medicare Advantage plans were not age rated, and included the drug plans.
The warnings from CMS are the most severe a company can receive before being told they can no longer participate in the program, and imply they may no longer be able to if found guilty of violations.
