why can't they get the "E" dropped after all required documents are filed with SEC?

Were they to file all of the required documents tomorrow, they'd lose the E within a few days. Probably on Wednesday.

If they don't catch up with their filings within 30 days, they'll also lose the E, though in that case the stock will be bumped down to the Pinks. Even when that happens, if they catch up fairly soon, they'll be reinstated on the OTCBB.
