How did they get a Cusip number if they haven't merged with Petro Delaware(PTRZ)?

I would like to know how to find if a cusip# has been issued, SEC site has no info. of this being done and called 1-817-9783821 thats SEC in FT. Worth, Texas if they do not know then who does. Who raised the 112b his name was not mentioned by hawkins something is mi$$ing in the PUMP and DUMP.
