Cash, You can short or buy Put Options on:

TLT - Lehman 20 year Bond Index

IEF - Lehman 7 - 10 year Bond Index

SHY - Lehman 1 - 3 year Bond Index

The TLT gets (by far) the most volume and is the most liquid.
