I'm wrestling with why a CUSIP change would not cause a squeeze. There has to be a full accounting of the shares with a CUSIP change.

If there are (for example) 3 billion shares (air and legit) are they actually going to issue/exchange 30 million shares with the new CUSIP?

I would think that the number of shares with the new CUSIP would be legit shares in the O/S divided by the R/S ratio.
