If they waited to release the R/s after the 10K, then the shorts, and thus MM's, would have had to try an cover at much higher prices. Or the the company would have been less able to buy up more shares at these elevated prices. So....

1) Delay the 10K, pps flat-lines arounf .20
2) Announce R/S, pps goes down for shorts to cover closer to .09
3) Company buys more shares and thus keeps pps afloat above .10 and continues their buy back to reach their $150mm goal.
4) Release 10K, pps goes back up to .20 and everyone is happy
5) R/S goes into affect with little affect since it's all been on the table for 2 weeks now.
6) pps now $15-20, apply for uplist
7) 10Q and other big news comes out, pps goes even higher.
