I am not sure if this was posted before but very interesting. They would want contracts signed with suppliers before they went to construction.

TVA Announces Preferred Location for Northeast Tenn. Combined-Cycle Gas Plant

TVA announced today that the preferred location for its proposed 880-megawatt combined-cycle gas plant in northeastern Tennessee is adjacent to the existing John Sevier Fossil Plant near Rogersville, Tenn.

The location was chosen following transmission and gas line studies and is pending the final plant design, review under the National Environmental Policy Act, and environmental permitting.

“This is the most economical location that we reviewed,” said Robert Deacy, Senior vice President of Clean Strategies & Project Development. “TVA already owns the property, and it makes the most sense from a transmission perspective as well.”

TVA is working with Spectra Energy Partners to evaluate an expansion from its East Tennessee Natural Gas System interstate pipeline to TVA’s John Sevier property. The ETNG pipeline system operates through the states of Tennessee, Virginia, North Carolina and Georgia.

The combined-cycle plant construction was approved by the TVA Board in June 2009 after the U.S. District Court in western North Carolina set an accelerated timeline for installing new emission controls for the John Sevier plant. Meeting the accelerated schedule would require the plant’s generators to shut down for several months.

Because John Sevier anchors the eastern portion of TVA’s power system, the absence of its generation would increase the risk of power supply disruptions and reduce overall power system reliability. TVA is appealing the court’s ruling.

The construction of the gas-fired power plant will help TVA meet its commitment to provide a reliable power supply.

“This new generation ensures that TVA will have flexibility to meet future power needs in the Tennessee Valley while maintaining transmission reliability in the eastern part of its service area,” Deacy said. “It will also permit us to minimize future financial risk and continue to meet the goals of TVA’s aggressive emissions reduction program that is improving the region’s air quality.”

Once the necessary reviews and approvals are complete, construction of the plant is expected to begin in 2010 with full capacity availability in 2012.

TVA is the nation’s largest public power provider and is completely self-financing. TVA provides power to large industries and 158 power distributors that serve approximately 9 million people in seven southeastern states. TVA also manages the Tennessee River and its tributaries to provide multiple benefits, including flood damage reduction, navigation, water quality and recreation.

And my accusations of there won't be any NG prouduction numbers in this upcoming update are wild? HAHAHAHAHA! I bet if you take a poll, 99% here that are being honest will say there will be no NG production numbers in this update. I like the creativity though on the TVA plant... HAS to be that.
