Chaim Flatt
WHEREAS, Chaim Flatt graduated from Kaunas Polytechnic University, Kaunas, Lithuania earning a B.Sc. and M.Sc. in Mechanical Engineering; and

WHEREAS, Mr. Flatt is the Managing Partner-Executive Vice President of Strat Petroleum Limited, a NASDAQ-listed oil company involved in oil exploration, oil processing, trading of oil products; business activities are conducted in Russia, CIS, Canada and US; and

WHEREAS, he is also the President and CEO of Diamond Resort Group, Toronto, Canada. This company negotiated with the Government of Kyrgyzstan the 49-99 years lease and exclusive
rights to 25,000 acres of and the rights to develop the “Jewel of Asia” project on Lake Issyk-Kul. This multi-billion dollar project will be developed together with an associated company, Global Petroleum of Washington, D.C. over the next 10-15 years and will be the largest development in Asia. The project has the complete support of the President and Government of Kyrgyzstan and the members of US Congress; and

WHEREAS, Mr. Flatt is a member of Association of Professional Engineers of Canada, Association of Professional Engineers of Israel and a Honorary Member of Russian Academy of
Science.

NOW THEREFORE BE IT RESOLVED by the Board of Aldermen of the City of St. Louis that we pause in our deliberations to recognize Chaim Flatt for his outstanding achievement and
we further direct the Clerk of this Board to spread a copy of this Resolution across the minutes of these proceedings and to prepare a commemorative copy to the end that it may be presented to our honoree at a time and place deemed appropriate by the Sponsor.
